When AI Governance Becomes a Compliance Theatre
Committees, principles, and registers can coexist comfortably with ungoverned AI. The test of real governance is whether it ever changes a decision.

Every wave of regulation produces two kinds of response: organisations that change how they operate, and organisations that change how they document. AI governance is now producing both, and from the outside they look identical — the ethics board, the principles poster, the model register, the annual attestation.
The difference shows up in one place only: decisions. Substantive governance occasionally stops a deployment, delays a launch, or forces a redesign. Symbolic governance approves everything and archives the minutes. If your AI governance function has never cost the organisation anything, it is worth asking what it is actually protecting.
The honest measure is a short list: decisions changed, deployments declined, models retired, and issues escalated upwards with names attached. Everything else is scenery.
